Innovation
ARCADIS designed an alternative double liner system over a groundwater under-drain, which is one of the first approved in Georgia. Additionally, we designed an upslope liner system to capture air space between an unlined existing phase and the lined phase. This upslope design includes the evaluation of slope stability and use of reinforcing geotextiles. An innovative gas collection system is being incorporated into this upslope liner design to prevent buildup of methane under the liner. This is the first "piggyback" liner system approved in the state of Georgia. The first half of this liner system was completed in April 2001.
A gas control and collection system was designed and permitted through the Georgia Environmental Protection Division's (EPD's) Air and Land Protection Branches. The system was redesigned with a larger well spacing based on the test data, saving the county $800,000. The system was completed in October 2000 and is currently in operation. The construction of this gas control and collection system was completed ahead of the EPD compliance deadline.
ARCADIS was responsible for construction bidding, contractor selection assistance, construction management and certifying services were provided for the first 18-acre cell, the construction installation of the underdrain, and the alternative double liner system. ARCADIS also performed the Title V permitting for this landfill.
