EPA On-Site Laboratory Contract

In November 1998, the U.S. Environmental Protection Agency (EPA) awarded Contract No. 68-D4-0005 to ARCADIS to provide the Air Pollution Prevention and Control Division (APPCD)/RTP On-Site Laboratory Support to EPA's APPCD in Research Triangle Park (RTP), NC.  Contract No. 68-D4-0005 is the tenth contract award to ARCADIS since 1975 to support this major EPA facility.  Part of this contract included health and safety and environmental compliance support for the various work assignments.

We have achieved the objective to reduce contaminant concentration and optimize system performance.  Work typically requires close communication with client technical representatives and pollution control system vendors.  Success includes award winning, patented control systems that have demonstrated potential to save millions of dollars at affected sites and novel approaches to reduce emissions from stationary, mobile and indoor air pollution sources.  We regularly achieve pollutant reduction objectives, frequently achieve greater than 90% pollution reduction, occasionally achieve greater than 99.99% reduction and occasionally accomplish process modifications that eliminate the pollutant of concern.  Successful pollutant reductions are contingent on the systems operational performance.  Our accomplishments have been and must be within performance limits established by equipment vendors or our clients.  We have an excellent record of achieving both pollution reduction and operational performance goals.

Contract Highlights

· Provided engineering and other technical support to the US Environmental Protection Agency in Research Triangle Park, NC since 1975 through more than 10 competitively procured contracts.  Evaluated pollution sources and pollution control concepts and technologies at locations throughout the continental US involving all environmental media.

· Managed multiple concurrent tasks to meet stringent deliverable deadlines within well-defined budgets.

· Demonstrated the commercial viability of innovative approaches to lower the cost of environmental compliance and accomplish regulatory compliance at a lower life cycle cost.

· Work involves hazardous and other solid waste; organic solvents, bio-cides, PCB dioxin chemical agents, etc.; and synthetic and natural fuels.  The primary focus of the project is the control and/or prevention of air pollution including volatile and non-volatile organic and inorganic species.  A secondary concern is the elimination of pollutant transfer from air to solid or liquid waste streams.

· Facilities involved in the work include combustion, both stationary and mobile, including incineration; a variety of post-combustion control devices for gaseous and particulate contaminates; and other technologies and approaches involved with the measurement and control of ambient, source and indoor air-related issues.

· Used innovative design facilities and a RCRA permitted hazardous material treatment facility incorporating a series of related treatment systems.

· Provided uninterrupted service to this client under a series of consecutively procured competitive contract during the past 24 years while achieving an exceptional performance record.  The current contract, awarded in 1998 for 5 years and more than $43 million includes provision to relocate facilities and equipment to a new physical plant.
